The term ‘pip’ is not recognized as a name of a cmdlet on windows 10 despite successful installation

Here I check the installed version of pip py -m pip --version

pip 21.0.1 from C:UsershpAppDataLocalProgramsPythonPython39libsite-packagespip (python 3.9)

Now I try to run a pip command

pip install pip --target $HOME\.pyenv

Check the spelling of the name, or if a path was included, verify that the path is correct and try again.
